Our Constitution
Section 1. Name and Aims of the Society.
Article 1. The name of the organization shall be The Outreach Society of the University of Limerick, herein to be referred to as the Society.
Article 2. The Aims of the Society are:-
To involve the students of the University of Limerick in voluntary University and local community projects.
Section 2. Membership of the Society.
Article 3. Membership of the Society is open to all members and staff of the University.
Article 4. As this is a voluntary Society membership shall be free.
Article 5. All members are charged with upholding the aims of the Society and to hold sacred the principal of free speech.
Article 6. Only signed up members of the Society can vote at elections and annual general meetings.
Article 6.1. At an appropriate time the committee may suggest the award of an honorary membership to any person, subject to the approval of the Society.
Section 3. Administration of the Society.
Article 8. The Society shall have an executive committee elected by the membership (hereafter “the committee”) to direct on going activities and foster the aims of the Society.
Article 9. The committee shall be composed of officers and Co-options.
Article 10. The full membership of the committee shall be composed of the President, Vice -President, Secretary, Treasurer and P.R.O.
Article 11. The committee shall meet at least once a week during term where practical. The quorum for such meetings is deemed to be : the presence of the President and at least three Committee Members. The President having the casting vote.
Article 12. No Committee member shall be held responsible for any expenses owing by the Society, where such expense result from an action approved by the Committee of Membership.
Section 4. Responsibilities of the Officers.
Article 13. The President.
The President, to be the Welfare Officer/DP of Students’ Union. The president will be its public head and all correspondence on the Society’s business must be done with his/her approval and a quorum of the committee. The President will call weekly meetings of the Committee to organize events. The President will engage speakers for Society events and lectures. The President will introduce speakers at all such events. The president will represent the Society on representative bodies in the University. The President will make any presentations of money collected in the event of a charity fund raising event by the Society.
Article 14. The Vice-President.
The Vice-President will deputize for the president whenever the latter is unable to fulfill his/her duties. In the event of the presidents resignation the Vice-President will act as a temporary President until the latter position is replaced at a general meeting of the membership. In the Presidents absence the Vice-President will carry out the duties outlined in Article 13 of this Constitution.
Article 15. The Secretary.
The Secretary will take minutes at all the meetings of the Society. The Secretary will be responsible for the preservation of all correspondence of the Society and will hand over all documents to his or her successor.
Article 16. The Treasurer.
The Treasurer will have the responsibility for the Society’s funds. The Treasurer will be required to keep accurate accounts of all sums of money raised by fund-raising events organized by the Committee and any monies given to the Society by other organizations to enable it to carry out its purpose. The Treasurer will provide weekly reports to the Committee on the financial standing of the Society and a detailed report of the Society’s financial status at the Annual Genera Meeting.
Article 17. The Public Relations Officer (P.R.O.)
The P.R.O. will be responsible for the publicity related to the Society, such as:- Posters, Leaflets and other mediums used to advertise the |Society’s activities. The P.R.O. will produce these in consultation with the Committee. The latter will also be responsible for publicity outside the University in relation to the Societies activities, contacting members of the media and other people deemed appropriate by the Committee.
Section 5. Eligibility, Nomination and Election of Officers.
Article 18. Eligibility in the case of all officers is derived from all fully signed up members of the Society.
Article 19. The full Officers of the Society shall be elected at the Annual General Meeting (AGM) which shall be held week 3 of semester 1 & 2
Article 20. Candidates for election to any office shall be nominated in writing by two members of the Society or the Committee. The Secretary must receive nominations at least three days prior to the AGM. If two or more candidates run for the same position a vote will be taken of the members present at the AGM. All elections will be through a secret ballot.
Section 6. Meetings of the Society.
Article 21. The Society shall meet where practical once a week.
Section 7. Dismissal of an officer.
Article 22. If an officer is under suspicion of a serious wrong doing in the eyes of the Society he/she will immediately be suspended from the Committee and will stand before an Extraordinary General Meeting.
Article 23. An Extraordinary General Meeting (EGM) will be called either by a quorum of the Committee by to submission of eight signatures from the membership, stating the reason for calling the meeting.
Article 24. The accused will be notified of the suspension and will receive an order to appear before the EGM at least three academic days in advance of the latter.
Article 25. The accused has the right to defend Him or herself.
Article 26. If the accused is found guilty of a particular wrong doing by the Society, It has the right to expel the member from the Committee and the Society by a two thirds Quorum of the members present.
Section 8. Dismissal of a member.
Article 27. Any member to be found to be placing the Society in disrepute or disregarding the Constitution will be ordered to appear before an EGM of the Society. If the accusations are proven then the meeting has the right to revoke the membership of the guilty party. A suspension of any length can also be handed out.
Section 9. Amendments to the Constitution.
Article 28. Any article of the Constitution can be amended or deleted by a simple majority i.e. two thirds of the members present at the AGM.
Article 29. Amendments to this Constitution shall be proposed by the Committee or by 12 members of the Society, in writing to the Secretary at least 12 days before the AGM.
Section 10. Miscellaneous Articles.
Article 30. The Society is strictly non-political and non-discriminatory.
Article 31. A patron or patrons will at the appropriate time be chosen by the Committee in consultation with the membership. He or she should have an interest in community related matters.
