Once the client has completed its first transaction with the server, the CC value in the TAO cache will contain a number. This allows the client to send a normal CC option, indicating to the server that it may bypass the three way handshake if possible.
Both the client and the server hold state information about the other host, so the TAO test succeeds and the minimal 3 segment exchange is possible.
