Dealing with Linux SYNACK's

When testing for backwards compatibility it was discovered that the older Linux kernels send a FIN in their SYNACK (section 7.1.5) when a SYN, FIN segment is sent. In order to combat this, the code in appendix A.2.6 was added to check for a SYN, ACK and FIN in a segment where no CC options were received.
